Implantação do sistema VRE REDESIM: impactos na desburocratização do processo de abertura de empresa

Abstract

O Brasil é conhecido devido a imensidão de obrigações e tributos existentes, o que exige tempo para entender a legislação e acompanhar suas mudanças, atender as exigências documentais, além de pagar os impostos. Começar a empreender também não é uma tarefa simples, a burocracia para abertura de novos negócios também é alta, exigindo o comparecimento a diversos órgãos governamentais. Diante deste cenário, o presente artigo teve por objetivo analisar quais os impactos no processo de abertura de empresa após a implantação do novo sistema VRE|REDESIM, o que possibilitou conhecer outras medidas do governo brasileiro como tentativa de desburocratizar o processo de abertura de novas empresas. A metodologia foi classificada como do tipo exploratória, para compreender as mudanças tributárias no Brasil foi necessária uma revisão bibliográfica através de monografias, livros, artigos científicos, e em pesquisas na internet e dados oficiais da Junta Comercial do Estado de São Paulo (JUCESP), além de análise documental fornecido por um escritório contábil. Primeiramente verificou-se as dificuldades advindas do excesso de burocracia, abordou-se um breve histórico da junta comercial e suas atribuições, analisou-se o cenário nacional e regional das micro e pequenas empresas e sua importância na economia, passando pelo antigo sistema de abertura de empresas antes da implementação apontando suas principais etapas do processo de abertura, posteriormente, o processo de implantação do novo sistema, abordando os impactos identificados decorrentes da integração entre os sistemas. Os resultados indicam que após a implementação do novo sistema houve uma redução na quantidade de procedimentos e trâmites necessários para a abertura de uma empresa, reduzindo o tempo médio de 5 dias e 9 horas para em média 1 dia e 6 horas, além do crescimento constante do número de novos registros.

Brazil is known for the immensity of existing obligations and taxes, which requires time to understand the legislation and monitor its changes, meet the document requirements, in addition to paying taxes. Starting to be an entrepreneur is not a simple task either, the bureaucracy for opening new businesses is also high, requiring attendance at various government agencies. Given this scenario, this article aimed to analyze the impacts on the process of starting a business after the implementation of the new VRE|REDESIM system, which made it possible to know other measures of the Brazilian government in an attempt to reduce bureaucracy in the process of starting new businesses. The methodology was classified as exploratory, and to understand the tax changes in Brazil, a literature review was necessary through monographs, books, scientific articles, and in internet research and official data from the São Paulo State Board of Trade (JUCESP), in addition to document analysis provided by an accounting office. First, the difficulties arising from excessive bureaucracy were verified, a brief history of the trade board and its attributions was discussed, the national and regional scenario of micro and small businesses and their importance in the economy was analyzed, passing through the old opening system of companies before implementation pointing out the main stages of the opening process, later, the process of implementation of the new system, addressing the impacts identified arising from the integration between the systems. The results indicate that after the implementation of the new system, there was a reduction in the number of procedures and procedures required to start a business, reducing the average time from 5 days and 9 hours to an average of 1 day and 6 hours, in addition to constant growth the number of new records.
